CONCORD, NH — Shawn L. Caldwell, born 1975, of Concord was arrested at 9:47 p.m. on Sept. 21, 2023, on a driving while intoxicated charge and a failure to drive on the right side of the road. He was arrested after an incident on Green Street.

Uwase Grace, born 2001, of Concord received a summons at 6:22 p.m. on Sept. 21 on an operating without a valid license violation after an incident at the Morning Star Condominiums on Loudon Road.

Africa Sebasore, born 2004, of Concord was arrested at 1:54 p.m. on Sept. 21 on a bench warrant at police headquarters.

Esther Ntumba Mbombo, born 1980, of Concord received a summons on a bench warrant at 12:30 p.m. on Sept. 21 after an incident at the Royal Gardens apartment complex.

Victor Gareth Manns, 23, a homeless man now located in Concord, was arrested on a bench warrant at 10:29 a.m. on Sept. 21 as well as criminal threatening-deadly weapon, reckless conduct-deadly weapon, falsifying physical evidence, and two second-degree assault charges, all felonies, and a breach of bail charge. He was arrested after a stabbing incident outside the Hotel Concord on South Main Street. Manns is due back in Merrimack County Superior Court for a dispositional conference hearing on Nov. 8. Daphne A. Rondeau, born 1991, of Concord received a summons at 5:36 p.m. on Sept. 20 on criminal threatening and simple assault charges after an incident on Pleasant Street.

Kevin Agostino Ferreira, born 1986, of Nashua was arrested at 6:35 a.m. on Sept. 18 on a resisting arrest charge. He was arrested after an incident at the Railyard Apartments construction site on Langdon Avenue.

Mikhayla Ann Stevens, 25, a homeless woman now located in Concord, was arrested at 7:55 p.m. on Aug. 13 on theft by unauthorized taking, a felony, due to two prior convictions. Around 2 p.m. on July 4, police were sent to the 7-Eleven on South Main Street for a theft incident. A staffer reported a woman coming into the store and stealing candy — bags of Swedish Fish, valued at about $11, an affidavit said. The employee said she did not know the woman’s name but said she frequented the store. The officer watched the video and confirmed the theft, the report said. Another officer identified the woman as Stevens due to “previous encounters.” A check found she was convicted on theft in March 2019 in Concord District Court and theft in Hooksett District Court in July 2022, so the charge was elevated to a felony.

Loren Leigh Vaughn, 42, of Concord was arrested at 6:15 a.m. on Aug. 13 on deal-possession prescription drugs and three felony possession of controlled drug charges. Around 7:30 a.m. on March 9, police were sent to Thorndike Street after a 911 call. During the call, a woman could be heard saying, “I planted all the drugs in your room, you idiot,” according to a report. When officers arrived, they spoke with a man in his mid-40s and Vaughn. Later, she was arrested. The reporting officer said Vaughn mentioned “to several officers” that she “wanted the bags she packed.” So officers took the bags and brought them to police headquarters. Vaughn was processed and bailed while other officers remained at the scene. After processing, an affidavit said, an officer searched her four bags and found a small glass bong with residue, six needles — two of which were used, baggies of white crystal consistent with methamphetamine in one bag and a container with “multiple drug items and bags” in a second bag — including two tabs of acid-LSD with a Grateful Dead character, two pills with a Warner Brothers logo believed to be ecstasy, and meth, as well as aluminum foil with what was thought to be more LSD tabs. In a plastic bag, the officer accused Vaughn of possessing a prescription bottle, and when asked about it, she called them, “My boyfriend’s boner pills … I didn’t want him f------ his boss” and denied the pills were hers. Months later, forensic drug analysis information came back from state police confirming LSD, MDA, meth, and sildenafil, an affidavit stated, and a warrant was issued for her arrest on June 22.
